    Substitute Teachers

New Substitute Requirements Effective September 25, 2018

The Michigan legislature has recently made changes to the credit hour requirement for substitute teachers. The new requirement now allows for substitute teachers to be approved with at least 60 semester hours with a GPA of 2.0 or higher.

The new requirements become effective on Tuesday, September 25, 2018.  One additional requirement is that anyone under the age of 22 will not be able to fulfill teaching assignments in grades 9-12.

A copy of the transcript must be provided and must reflect the university name on the transcript. Internet copies are not acceptable.  This permit is limited to a single teaching assignment to no more than 45 instructional days (consecutive or non-consecutive; weekends and holiday do not count).

There is a requirement for a Michigan criminal history check and FBI records check. The charge for this is approximately $65.25.

    Fingerprinting Information

The completed and signed LiveScan form and Michigan Waiver Agreement and Statement for Schools form must be returned to Jill Coates at the EUPISD after your appointment.

If an applicant has been convicted of (or pleaded no contest to) a misdemeanor or felony, the applicant must provide a copy of the court documents.  The acceptable documents include the Judgment of Sentence, Register of Actions, Certificate of Conviction, or a copy of the court docket.

Once the application process has been completed with PESG, the EUPISD will submit your application to the Michigan Department of Education (MDE).  You will then receive an email from the MDE with instructions for paying your $45 permit fee on-line.  The permit fee must be paid before you can begin working.

The following school districts use PESG for the employment of substitutes:

    • Brimley Area Schools
    • DeTour Area Schools
    • EUPISD Rudyard Center
    • Engadine Consolidated Schools
    • JKL Bahweting Public School Academy
    • Les Cheneaux Community Schools
    • Pickford Public Schools
    • Rudyard Area Schools
    • Rudyard Area Service Center
    • Sault Ste. Marie Area Public Schools
    • St. Ignace Area Schools
    • Tahquamenon Area Schools
    • Three Lakes Academy
    • Whitefish Township Community School

All substitute permits are valid from the date of issuance through August 31 or the last day of the academic year for which they are issued, whichever date comes first. A permit is not valid until it reaches the approved status. This includes the payment process. A non-certified, inappropriately endorsed individual cannot be placed in the assignment until the permit is issued and valid without jeopardizing State Aid funding.

Is it necessary for a district/school to apply for a permit to employ a person who holds a valid Michigan teaching certificate as a substitute teacher?  No. Individuals who hold valid Michigan teaching certificates may substitute teach under the validity of their teaching certificates. The district/school is not required to obtain a permit for certified teachers that substitute teach in short-term assignments of 45 calendar days or less outside the grade level and subject area validity of their teaching certificate.

Please contact Jill Coates via email or call 906-632-3373, ext. 5102 if you are interested in only subbing for Mackinac Island School, Moran Township School, or Ojibwe Charter School as the process is different.

    Substitute Bus Drivers

The application process for substitute bus drivers is through the EUPISD. As per the School Safety Legislation, all EUPISD Special Education substitute bus drivers require a criminal record check by the Michigan State Police (MSP) and a criminal record check through the Federal Bureau of Investigation (FBI). You MUST be fingerprinted or have fingerprints on file with the EUPISD prior to employment.
